Prof. Joyce Y. Man is a tenured Associated Professor of Economics and Public Policy at the School of Public and Environmental Affairs, Indiana University. She received Ph.D. in Economics from the Johns Hopkins University in 1993. Her research and teaching areas include urban and development economics, public finance and budgeting, environmental economics and policy analysis. She has published many articles in the leading academic journals in U.S. and a book entitled "Tax Increment Financing and Economic Development: Uses, Structures and Impact." In addition, She was the coeditor of the Journal of Policy Analysis and Management (JPAM) and worked on a number of grant based research projects funded by American Federal Transportation Board, Indiana Board of Tax Commissioners, and the Center for Urban Policy and Environment.

While holding a academic position, Professor Man also has been lead or co-principal investigator or a major contributor of a number of research projects funded by Lilly Endowment research grants, Indiana State Board of Tax Commissioners or Transportation Research Board, National Research Council. She has contributed many articles to leading academic journals in her research areas.
