SEF II Final Workshop
The final workshop was organized by UNEP RRC.AP with the
support from ADB on 24 April 2006 at the Holiday Inn Hotel,
Bangkok in Thailand. There were 50 participants consisting
of experts from six GMS countries and collaborative partners
from the region. The objectives of the workshop were:
(1) To finalize the project at both national and subregional
activity;
(2) To present the final national environmental performance
assessment reports of all GMS countries;
(3) To present the result of the subregional assessment;
(4) To discuss the future phase of the Environmental Performance
Assessment (EPA) under the GMS Core Environment Programme
(CEP).
The workshop was the final activity of SEF II project and
the major contributions of the project were summarized as
follows.
(1) SEF II adapted a methodology and successfully pilot tested
it for systematic environment performance assessment in GMS;
(2) SEF II developed a set of national level indicators to
monitor the GMS environment using a consultative and participatory
approach;
(3) SEF II undertook the preliminary ground work necessary
to undertake a subregional assessment;
(4) SEF II built capacity to undertake EPA in GMS countries
to some extend;
(5) The culture of constructive criticism in environment management
through the rating process was introduced;
(6) Significant country ownership was built through the EPA
process;
(7) Overall SEF II demonstrated the value EPA in environment
management in GMS.
It was emphasized that the EPA reports was a means to achieve
sustainable development, however, it was important and necessary
to continue to seek the ways to market the findings to the
policy makers.
The newly-established GMS Environment Operation Center (EOC)
would help facilitate and speed up the implementation of what
was recommended from SEF II project in order to raise national
environmental performance as well as to raise the assessment
capacity and quality in future.
