OBJECTIVE(S):
- To report the project progress on indicator and policy
target finalization & fact sheet preparation
- Formalize the national EPA teams and roles and responsibilities
- Provide training to the national EPA team in the conduct
of EPA
- Launch the work on national EPA through classroom working
sessions
- Discussing the country proposals on the case study
- Agree on the project work program & next steps
Hanoi, Vietnam
The
workshop was organized at The Guest House of General Confederation,
Hanoi, Vietnam during 13-15 January 2005. Dr. Nguyen Van Tai,
the project national coordinator chaired the workshop (14-15
Jan.). Dr. Nguyen Van Tai, the project national coordinator
chaired the workshop (14-15 Jan). There were 25 participants
coming from different ministries as well as academic institutions.
Domestic consultants presented the project progress. Referring
to the priority concerns identified during Workshop I, relevant
indicators were selected using P-S-R model, institutional
analysis report was prepared and indicator fact sheets were
produced but many more are still to be completed. Two provinces
were selected to be the case studies for local EPA as the
next activity according to the requirement of the TOR. They
are Haiphong and Hatay Province. Environmental Performance
Assessment (EPA) team of Vietnam was set up consisting of
six experts from different organizations that correspond to
the priority environmental concerns with national coordinator
as the leader and domestic consultants as the core team. International
consultants carried out training of EPA for the EPA team.
International consultants discussed in detail with domestic
consultants on what is needed to be done next particularly
on fact sheets completion and plan for small meetings or coordination
exercise to continue the EPA exercise by the expert team after
the workshop. Project secretariat explained the next steps
and informed that there will be the second Project Steering
Committee (PSC) meeting on 14 March 2005 and WGE meeting on
15-16 March 2005. The national EPA has to be presented to
PSC. It was requested that the first complete draft of EPA
report be submitted to the project secretariat by 1st March
2005 for international consultants to review. The request
was made to the national coordinator, Dr. Nguyen Van Tai to
push the EPA team and domestic consultants to work hard from
now on to the end of February. Representatives from IGES and
NIES participated in this workshop and presented relevant
information of their present work that could contribute to
the project. IGES would involve in peer review of Vietnam
EPA and NIES could participate in development of decision
support system but detail will be discussed with the project

Yunnan Province, PRC
Mr.
Luo Gaolai, the project focal point and WGE member chaired
the workshop (5-6 Jan). There were 30 participants coming
from different agencies in Yunnan as well as academic and
NGOs. Domestic consultants presented the project progress.

in Yunnan province were selected to be the case studies for
local EPA as the next activity according to the requirement
of the TOR. They are Chengjiang and Lijiang. Environmental

with national coordinator as the leader and domestic consultants
as the core team. International consultants carried out training
of EPA for the EPA team. International consultants discussed
in detail with domestic consultants on what is needed to be
done next particularly on fact sheets completion and plan
for small meetings or coordination via e-mail to continue
the EPA exercise by the expert team after the workshop. Project
secretariat explained the next steps and informed that there

Siem Reap, Cambodia
Dr.
Lonh Heal, Technical Director General of MoE chaired the workshop
(27-28 Jan). There were 28 participants coming from different
government agencies. MRC also participated in the workshop.
Domestic consultants presented the project progress. Referring
to the five priority concerns identified during Workshop I,
relevant indicators were selected using P-S-R model, institutional
analysis report was prepared and indicator fact sheets were
produced but many more are still to be completed. Three areas
were proposed to be candidate sites for the two case studies
on local EPA. They are linked to the three priority concerns
which are biodiversity, fisheries, and forest. The areas are
(1) Prek Toal area (biodiversity conservation area) located
in Tonle Sap Lake, (2) Chong Kneas community area also located
in Tonle Sap Lake (linked to fisheries), and (3) Forest Area
of Angkor in Siem Reap Province (world heritage site linked
to forest reserve). All candidate sites will be proposed to
Minister Mok Mareth for consideration. Setting up of Environmental
Performance Assessment (EPA) team of Cambodia was discussed.
The candidates were selected but official set up is to be
approved by Minister Mok Mareth. There are to be five experts
in the team according to the five priority concerns and national
coordinator is the team leader and domestic consultants are
the core team. International consultants carried out training
of EPA for the EPA team. International consultants discussed
in detail with domestic consultants on what is needed to be
done next particularly on fact sheets completion and plan
for small meetings or coordination arrangement to continue
the EPA exercise by the expert team after the workshop. Project
secretariat explained the next steps and informed that there
will be the second Project Steering Committee (PSC) meeting
on 14 March 2005 and WGE meeting on 15-16 March 2005. The
national EPA has to be presented to PSC. It was requested

Vientiane, Lao PDR
Ms.
Keobang A Keola, the project focal point and WGE member chaired
the workshop (18 Jan) in Lan Xang Hotel and Mr. Singsavanh
chaired the EPA exercise (19-21 Jan) in STEA. There were 30
participants coming mostly from government agencies. MRC also
participated in the workshop. Domestic consultants presented
the project progress. Referring to the priority concerns identified
during Workshop I, relevant indicators were selected using
P-S-R model, institutional analysis report was prepared and
indicator fact sheets were produced but many more are still
to be completed. Two areas were proposed to be the case studies
for local EPA as the next activity according to the requirement
of the TOR. They are Viengphoukha District, Luangnamtha Province
and Namor District/Oudomxay Province. However the areas are
to be confirmed later on. Environmental Performance Assessment
(EPA) team of Lao PDR was set up consisting of six experts
with national coordinator as the leader and domestic consultants
as the core team. There is also a set up of the EPA review
team consisting of four high ranking officers of STEA headed
by Ms. Keobang A in addition to the EPA team. International
consultants carried out training of EPA for the EPA team.

on fact sheets completion and plan for small meetings or coordination
arrangement to continue the EPA exercise by the expert team
after the workshop. Project secretariat explained the next

Chantaburi, Thailand
Mr. Sirithan Pairoj-boriboon, the Secretariat of the Prime
Minister chaired the workshop (20-22 Dec.). There were 48
participants (20 December, 2004) and 21 participants (21-22
December, 2004) coming from different agencies in Thailand
as well as academic and NGOs. Members of the National EPA
team consists of 21 persons with varieties of expertise necessary
for the 6 selected national environmental concerns namely
land degradation, forest resources, water resources, water
pollution, solid waste management and hazardous substance
management. Domestic consultants presented the project progress.
Referring to the priority concerns identified during Workshop
I, relevant indicators were selected using P-S-R model, institutional
analysis report was prepared and indicator fact sheets were
produced, but indicator for the concern of Hazardous Substance
Management still need further information for clarification.
Domestic consultants also presented 2 draft fact sheets on
Forest Resources and Inland Water Pollution. For the later
case, the EPA agreed on P and S indicators, but they suggested
changing response indicator form efficiency of municipal wastewater
treatment to percentage of waste water treated as it will
link to pressure indicator clearly. International consultants
carried out training of EPA for the EPA team. International
consultants discussed in detail with domestic consultants
on what is needed to be done next particularly on fact sheets
completion and plan for small meetings or coordination via
e-mail to continue the EPA exercise by the expert team after
the workshop. The EPA team recommended the national team to
select Khaew Noi sub-basin of Maekong Watershed as a case
study for the local concern on Water Resources and Saen Suk
Municipality for waste water management. EPA suggested the
National Team to explore other areas that can accommodate
both natural and urban environment concerns for efficiency
use. The final decision on case studies will be finally made
in the next EPA meeting on January 2005. (Top)
