Second Expert Group Meeting
The
second expert group meeting was arranged with the main objective
to consider the four technical papers prepared by the international
consultant of the project. Those technical papers are:
No. 1: Conceptual framework for an environmental performance
assessment (EPA) system for GMS countries,
No. 2: Proposed guidelines on the development of environmental
indicators and indicators' core set,
No. 3: Proposed structure of database supporting indicator
development and EPA in GMS countries: An introduction, and
No. 4: Proposed guidelines on environmental performance
assessment.
The meeting was held in Kunming, Yunnan Province, China during
19-20 November 2003. The meeting was hosted by PRC national
focal point, Mr. Gaolai Luo, and the Yunnan Provincial Environmental
Protection Bureau (YEPB) and co-organized with UNEP RRC.AP
and ADB.
The expert group has provided comments and suggestions to
the four technical papers presented by Dr. Ivan Ruzikca. The
comments and suggestions are:
(1) The expert group agreed with the conceptual framework
for EPA as proposed in the technical paper No.1. However,
coordination with other activities under other institutions
such as MRC, GEO, and UNEP especially on trans-boundary issue
is needed.
(2) The expert group agreed with the indicators set
of policy concerns as proposed in the technical paper No.
2, but flexibility has to be allowed to set different indicators
for each country based on policy priority and data availability.
(3) The project should make use of experience from
MRC to the proposed structure of database supporting indicator
development proposed in the technical paper No. 3.
(4) The expert group agreed to adopt the peer review
mechanism in principle as proposed in the technical paper
No. 4, but detailed mechanism has to be considered again.
The result of the expert group meeting above was then reported
by the project secretariat to the 9th GMS Working Group on
Environment (WGE-9) organized in Phuket, Thailand during 1-2
December 2003.
