Inception Workshop and Project Steering Committee Meeting
The
project inception workshop and the first project steering
committee were organized by ADB in Manila, Philippines during
19-20 August 2003. The workshop was attended by members of
the project steering committee as well as representatives
from other related development partners such as OECD, MRC,
IUCN, and WWF. The project secretariat has revised the project
implementation plan according to the comments from the first
expert group meeting. The first revision of the plan or the
second edition of the plan was presented to the project steering
committee in the workshop. Comments and suggestions provided
are mainly on:
(1) Support for the National Project Management Office (NPMO)
is strongly needed from the project particularly for office
operation and data collection.
(2) To develop environmental performance assessment indicators
at the national level, it is recommended that the project
should make use of indicators available in the countries.
(3) Linkage with other agencies other than environment-related
ones is important for the development of national level environmental
performance assessment indicators and system, therefore the
project national coordination committee has to include other
related agencies to ensure that the strong linkage would exist
during the development process.
(4) TOR of domestic consultants should have the wording to
ensure that their work have to be supervised and control by
national coordinators and focal points.
The project steering committee requested the project secretariat
to revise the plan according to the above comments and any
additional comments provided at the workshop and submit to
the committee for consideration again within one week. In
addition to the issue of project implementation plan revision,
the PRC national focal point has offered to host the second
expert group meeting in Kunming, Yunnan Province.
