Introduction
The SEF II Project was set up to provide a subregional approach for a sustainable use of the diverse abundant natural resources.
In 1992 the six GMS countries entered into a program of economic cooperation called the GMS Program. A number of Technical Assistances (TA) has been carried out by the support of the Asian Development Bank (ADB) in collaboration with the United Nations Environment Program - Regional Resource Center for Asia and the Pacific (UNEP RRC.AP). The latest TA, which is being implemented at present, is called "National Performance Assessment and Sub-regional Strategic Environment Framework for Greater Mekong Sub-region or SEF II Project". The project covers three years period of 2003-2005. The objectives of the project are:

(1) To promote sustainable development, and achieve global benefits in the GMS through the creation of national performance assessment system (EPA) for the GMS countries and sub-regional EPA system for the GMS sub-region, and
(2) To develop national and sub-national capacities for implementing EPA
