Issue

Inadequate financial resources are available for implementation and/or continued operation of NRE management initiatives

 

Background

Increased levels of development are placing growing pressure on the financial resources available for NRE management at regional, national and local levels. No effective mechanisms are in place for the recovery of costs of environmental planning and regulation from developers and operators. Pricing mechanisms do not reflect full cost and do not compensate for the exploitation of public goods and resources.

Financial pressures are likely to increase as the workload grows and environmental and development issues become more complex.

Both capital and operational funds are required to ensure effective NRE management.

The existing systems rely on allocation of funds from government rather than a direct linkage to developers, operators and beneficiaries.  Funding of regional initiatives relies largely on donor agencies.
