Project Implementation Plan
Based on initial meetings with Governments and the discussion in the recently
concluded UNEP Governing Council and Global Ministerial Environment Forum,
29-31 March 2004, the Project Implementation Plan is revised and enclosed
for review and comments. Included in the Plan are: a) details of proposed
activities at national and subregional levels; b) project logical framework;
c) institutional arrangement; and d) revised timetable of activities/timetable
(workplan). Also attached in the Plan are the Strategy Papers for NSDS
and NCSD.
Progress of the Project
1. NSDS and NCSD Strategy Papers
Taking into consideration the decisions from Global Summits such as Agenda
21, MDGs and Johannesburg Plan of implementation (JPOI); discussions with
Governments and experts; and review of relevant studies, strategy papers
for National Sustainable Development Strategies (NSDS) and National Commission
for Sustainable Development (NCSD) have been prepared. The two strategy
papers have already been peer reviewed and endorsed by the Collaborative
Assessment Network in the region. It will serve as basic guideline in
the project implementation. The NSDS Strategy Paper gives a background
on sustainable development and the need for NSDS. Included in the discussion
are the principles, elements and process of NSDS. The NCSD Strategy Paper
presents the need to establish NCSD as the key body responsible for developing
and implementing NSDS in a country. The following aspect of an NCSD structure
are discussed: role, political commitment, legal mandate, composition,
reporting and funding.
2. Preparation of the Training Manual for formulating NSDS and establishing
NCSD
Inception cum training workshop will be organized in order to facilitate
the process of building up capacities among government, private sector
and major groups towards enhanced participation in NCSD and NSDS. Capacity
building will help in building awareness, enhancing committed participation,
sharing information, promoting knowledge and understanding on sustainable
development. Outline for country specific guidelines on NCSD and NSDS
will be developed through participatory process during the training workshop.
3. Discussions with the Governments and Establishment of MoU
Beginning year 2003, RRC.AP has been making discussions with high-level
government officials regarding the NSDS project. Meetings have been held
with the following:
a. Minister of Population and Environment, Nepal,
b. Ministers of Environment, Central Asia Subregion
c. Deputy Minister, National environment Commission, Bhutan
d. Vice Minister and senior officials from the Ministry of Land and Environment
protection (MLEP), DPR Korea
e. Minister of Environment, China
f. Prime Minister and Environment Minister, Sri Lanka
g. President and Environment Deputy Minister
h. Minister of Science, Technology and Environment, Thailand
i. Deputy Director General of Cabinet, STEA (Science Technology and Environment
Agency)
To date agreement have already been signed with the Government of Bhutan
and Mongolia. Draft agreements with Nepal, DPR Korea, and Kyrgyzstan are
being filised for approval.
4. Discussions at subregional and regional Partners
Beginning year 2003, RRC.AP has been making discussions with senior officers
from various subregional and regional Partners regarding the NSDS project.
Meetings have been held with the following:
a. UNDP (Regional Office in Bangkok, Central Asia, DPR Korea, Sri Lanka,
Maldives)
b. ESCAP
c. Asian Development Bank (ADB)
d. ASEAN Secretariat
5. Wiseperson Meeting on Sustainable Development in Asia
A meeting of 'wisepersons' on the sustainable development strategy in
Asia and the Pacific was held at UNEP RRC.AP, 7 July 2003. The distinguished
group includes Dr. Ashok Khosla, India; Dr. Cielito Habito, Philippines;
and Dr. Monthip Tabucanon, Thailand. Prof. Emil Salim, Indonesia; and
Mr. Weizhong Wang, China could not attend the meeting. The objective of
the meeting was to discuss the proposed programme on: a) national and
sub regional strategies on sustainable development; and b) establishment
of national and sub regional council for preparation and implementation
of national and sub regional strategies.
6. Institutional Mechanism Meeting for Sustainable Development in Greater
Mekong Subreiogna (GMS)
An Expert Meeting on Development of Institutional Mechanisms for Environmental
Management and Sustainable Development in the GMS was organized by the
Asian Development Bank (ADB) in Manila, 18-19 Aug 2003. The objective
of the meeting was to discuss the mechanism to support the implementation
of the Johannesburg Plan of Implementation. Participants included representatives
from: GMS countries, GMS Academic and Research Network (GMSARN), Mekong
River Commission (MRC), WWF, IUCN, and Thailand Environment Institute
(TEI). UNEP was represented by Regional Director Surendra Shrestha, and
senior programme officers involved with NSDS Project. GMS countries requested
ADB and UNEP to take a lead role in the preparation of Subregional and
National Sustainable Development Strategy.
