In 2003, the Governing Council requested the UNEP Executive Director to produce an Annual Global Environment Outlook Statement on the environment, inter alia, highlighting significant environmental events and achievements during the year and raising awareness of emerging issues from scientific research and other sources. The first GEO Year Book (GEO Year Book 2003) was launched at the special session of the Governing Council/Global Ministerial Environment Forum in Jeju, Korea, March 2004. With the GEO Year Book series, UNEP is expanding its portfolio of products to inform and improve decision-making and policy development for the environment and implementation at different levels. Specifically, the Year Book informs policy makers on environmentally significant scientific and policy developments of the year in a visually attractive, easy to read and succinct document. The GEO Year Book series also maintains the public profile of the Global Environment Outlook (GEO) in between the main GEO reports. The production of the GEO Year Books helps to "bridge the gap between science and policy" and to strengthen the trend analyses of environmental issues in the comprehensive Global Environment Outlook (GEO) report series. This office has been responsible for the Asia and the Pacific section of the GEO Year Book for both the issues produced till now. We have regularly tracked the environmental developments and news for the Asia and Pacific region. Our main tasks for the Asia and Pacific section have included research on findings or new developments concerning existing or emerging environmental issues; to highlight the major environmental issues/developments of the year at global and regional levels and their likely significance, for better or worse, in the short and/or long term.; to help track implementation of internationally agreed goals and targets, including those included in the Millennium Declaration; to reflect the state of the environment through indicators and to present environment-related technology developments related to the yearbook themes. The GEO Year Book 2003
includes an introduction by Klaus Töpfer, Executive Director, UNEP
and four major sections described in the outline of contents: An Overview
of major global and regional environmental issues and developments that
shaped policy decisions and actions during the course of the year; A Feature
Focus on Freshwater and its critical role in realizing various internationally-agreed
development goals and targets, including those contained in the UN Millennium
Declaration and in the Plan of Implementation agreed at the World Summit
on Sustainable Development; Emerging Challenges - New Findings presenting
scientific progress made in 2003 that may assist society in recognizing
and better understanding emerging environmental issues and help decision
makers in designing adequate responses and GEO Indicators highlighting some
of the key global and regional environmental issues and trends that have
been identified in GEO reports.
