Sustainable Development Strategy for Yunnan Province, P.R China Since its advent at the Rio Summit in 1992, the Chinese government has responded positively and actively to aligning its overall development agenda on the sustainable development path. Not long after the Rio 1992 Summit, the government of China developed its Agenda 21document, entitled White Paper on China’s Population, Environment and Development in the 21st Century. This was the first national level Agenda 21 in the world, signaling the start of China’s sustainable development process. This is supported by an inter-agency body called the Administrative center for China’s Agenda 21 (ACCA21), which is under the supervision of State Planning Commission and the State Science and Technology Commission. China established the National Environmental Protection Agency (NEPA) in 1985. NEPA was later elevated into State Environmental Protection Administration (SEPA) and most recently into the Ministry of Environment (MEP) in 2008. In 1994, the State Council issued the Notice on Promoting the Adoption of China’s 21st Century Agenda. In order to better adopt the Agenda, Yunnan Provincial Government approved the establishment of Yuunan 21st Century Agenda Leading Group in 1996. An administrative office was set up to deal with routine works. According to National Planning Committee and National Science and Technology Commission’s plan, the office made efforts to develop a Yunnan 21st Century Agenda Action Plan. Meeting Reports
