Implementation needs coordination among all the line agencies responsible for air quality monitoring, impact assessment, assessing abatement options and actions. Ministry of Environment and Forest of the Government of Bangladesh is responsible for the implementation of action plan, dealing with issues that are multi-sectoral and persuading civil society to improve and modify practices that are environmentally unsound. However the Department of Environment (DoE) under the Ministry of Environment and Forest is the Regulatory Body responsible for enforcing the Environmental Conservation Act and Rules in Bangladesh.
To achieve the objectives of the Action Plan, capacity of DoE must be strengthen. DoE needs technical assistance and appropriate training assistance to develop efficient human resources to fulfill the objectives of Male Declaration Action Plan through establishing the monitoring network, building the capacity of impact assessment, enforcement and policy making.
Proposed procedure and institutional set up for the implementation of the action plan is shown in the Figure-5.1.
