(UNEP) is the United Nations systems designated entity for addressing
environmental issues at the global and regional level. Its mandate is
to coordinate the development of environmental policy consensus by keeping
the global environment under review and bringing emerging issues to the
attention of governments and the international community for action. The
overall objective of the UNEP's Division of Technology, Industry and Economics
(DTIE) is to encourage decision makers in government, local authorities
and industry to develop and adopt policies, strategies and practices and
technologies that promote sustainable patterns of consumption and production,
make efficient use of natural resources, ensure safe management of chemicals
and contribute to making trade and environment policies mutually supportive.
It promotes the development, use and transfer of policies, technologies,
economic instruments, managerial practices and other tools that assist
in environmentally sound decision making and the building of corresponding
activities. This post is located in the UNEP/DTIE/CAP/ROAP office at the
Bangkok duty station. Under the general guidance and supervision from
the Head of Branch and the Regional Director. the incumbent will perform
the following functions: 1. Strategic planning direction and management
of the ROAP CAP components under the UNEP and OzonAction Branch Programme
for Asia and Pacific. 2. Supervise, coordinate and support the operation
of regional activities and projects approved in the Executive meetings
for the South Asia (SA), South East Asia and the Pacific (SEAP), Pacific
Island Countries (PIC)and Regional Enforcement Networks (REN). 3. Organize
network meetings of National Ozone Units (NOUs) and one thematic meeting
and promote good methodologies on compliance. 4. Organize network meetings

5. Guide the Pacific Island Countries (PIC) Network Coordinator in implementing
the activities related to the Montreal Protocol. 6. Assist new Parties
to build capacity. 7. Guide the Programme Officer – Policy and Enforcement
(PEO) to implement the REN project funded by SIDA. 8. Assist the Regional
Director in the implementation of national, sub-regional and global priorities
within the approved ROAP strategy 9. Initiate regional awareness material
on compliance assistance in accordance with the Montreal Protocol.

leadership by performing and/or overseeing the planning, development and management of

balance in staffing.
Qualifications
Education
Advanced university degree (Masters' or equivalent) in environment, engineering
or a related field. A first university degree in combination with qualifying
experience may be accepted in lieu of the advanced degree.
Work Experience
A minimum of ten years of progressively responsible working experience
involving policy analysis, some of which should be at the international
level. Experience in environmental programmes and experience in developing
countries required. Previous work experience related to ozone-depleting
substances and knowledge of the United Nations system is desirable.
Languages
English and French are the working languages of the United Nations Secretariat.
For the advertised post, fluency in oral and written English is required.
Knowledge of other United Nations languages an asset.
Other Skills
Excellent Computer skills (Microsoft Office, email, internet) are required.
