Position title: Programme Officer - Regional Ministerial Forum on Environment and Health Secretariat
Location: AIT/UNEP RRC.AP, Bangkok, Thailand

I. Background
Recognizing the need to promote cooperation among the environment and health agencies in order to effectively to address health issues related to environmental degradation, the Regional Forum on Environment and Health in Southeast and East Asian Countries was established by the First Regional Ministerial Meeting on Environment and Health in 2007 in Bangkok, Thailand. The regional forum also established thematic working groups (TWGs) on 6 priority areas, namely: Air Quality, (ii) Toxic Chemical, (iii) Climate Change, (iv) Environment Emergencies, (v) Waste, and (vi) Water and sanitation.

The Programme Officer will be mainly responsible in the implementation of the Regional Ministerial Forum on Environment and Health secretariat, Waste TWG project and in particular for the implementation of the Waste Management and 3R (Reduce, Reuse and Recycle) activities in Asia and the Pacific region, correspondingly assisting the Air Quality TWG, Climate Change TWG and Mercury storage project.

II. Job Description

  • Responsible for the preparation of the 5th High Level Officials’ Meeting and the Second Regional Ministerial Forum on Environment and Health in coordination with World Health Organization (WHO). This include logistical arrangements for the participation of member countries and relevant experts to the meeting
  • Liaise with the Ministry of Environment, Republic of Korea on the implementation of the 2nd Regional Ministerial Forum
  • Liaise with regional forum member countries and relevant international organizations and WHO on respective status of NEHAPs and TWG policy briefs
  • Organize workshops, meetings and regional forum including preparations of proceedings, meeting documents and others
  • Prepare communication guidelines for national communication focal points, TWG members, TWG chairs and Secretariat
  • Consolidate and prepare a full report on the implementation of the regional forum work plan for 2007-2010
  • Develop and prepare compiled content for Policy Brief in three TWGs and conduct public awareness programs
  • Prepare Progress of the implementation plan for the outcome of the 2nd Regional Ministerial Forum on Environment & Health
  • Conduct research on additional information and data on the status-quo and issues of Municipal Waste Management
  • Support, facilitate and provide inputs to the 3R demonstration projects of 3 member countries (e.g. Cambodia, Philippines and Mongolia) including the follow up on 3R National Strategies in Thailand
  • Provide regional policy recommendations for Waste TWG
  • Provide inputs to 3R Knowledge Hub (3RKH), 3R related activities and waste management issues, air quality TWG, climate change TWG, and mercury storage project
  • Develop proposal for Waste TWG and Regional Forum on Environment and Health
  • Carry out tasks, as per requirements assigned by UNEP RRC.AP Director
III. Qualification
  • Master in Environmental Science, Urban Environmental Management, Environmental Engineering or related fields
  • A minimum of 3 years professional experience from relevant work is required, some of which should be from an international organization. Experience in project management and technical expertise on 3Rs and waste management and other thematic areas.
  • Fully proficient computer skills and use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases and internet, as well as keeping abreast of technological developments in the field of environmental management of building and operations.
  • Fluent knowledge in English language.
