Responsibilities:
Under the overall supervision of the Head of Program Support Unit of the RRC.AP and daily direct supervision of the Programme Officer, the Associate Programme Officer will be responsible for the following duties:
- Finalise transactions submitted by administrative and program staff of RRC.AP for further processing in AIT;
- Ensure that proposed payments for services, supplies and equipments, are in accordance with the AIT Policy and Procedures (P&P);
- Contribute time on monitoring and controlling budgets within RRC.AP projects, activities, projects with donors and collaborating centers;
- Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;
- Assist, prepare or consolidate financial reports for inclusion in the internal and external financial statements to be submitted to the programme staff and donors respectively;
- Prepare quarterly cash flow and budget projections for effective cash management among the different currency accounts;
- Ensure accurate financial information availability with regular monitoring of the centre’s internal records;
- Verify transactional records between AIT and the centre’s financial data on a monthly basis;
- Participate in external audit of the projects and provide information needed to respond to audit findings;
- Assist RRC.AP staff (admin and program staff) concerning the AIT Financial Regulations and Rules; support in development of new project budgets
- Participate in the updating of the centre’s finance manual and the chart of accounts as needs arise;
- Perform other related duties as required.
Reporting:
Under the overall supervision of the Head of the Program Support Unit and Admin Unit of the RRCAP, Finance Officer will directly report to the Program Officer and cooperate with staff of RRC.AP projects. The performance of the Finance Officer is accountable to the efficiency of projects and related activities of UNEP and overall performance of AIT-UNEP RRC.AP

Managing Performance – Monitor progress against benchmarks and deadlines.
Qualifications
Education
Advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related fields. A first level university degree with a relevant combination of academic qualifications and experience in finance and budget may be accepted in lieu of the advanced university degree.
Work Experience
At least two years of progressively responsible experience in the field of finance and/or accounting; managing finances in international projects. Experience in operation of Oracle-based ERP or any financial tools is desirable. Proficiency with various software applications programmes including Microsoft Access, Excel and Word highly desirable.
Languages
Fluency in spoken and written English. Knowledge of Thai language is an asset.
