Strategy
The Strategic Elements for accomplishing the vision of the Centre are Intelligence,
Influence and Finance.
a) Intelligence: The Centre needs to have the intelligence to be aware of emerging
issues. The Centre will have capacity to incorporate science behind the issues
through a network of institutions and experts across the region. The Centre
will have capacity to disseminate targeted information towards action. Specific
tasks include:
- Identify issues of common concern and emerging issues that cut across national
boundaries;
- Network with strategic partners who have the substantive expertise on the
issues; and
- Build knowledge base, conduct scientific analysis, provide policy options
with cost, package the information for decision makers.
b) Influence: Action is taken at the local and national level. Targeted technical
information on issues needs to be packaged. This information should be made
available to the scientific as well as policy level audience through existing
fora. Specific tasks include:
- Disseminate packaged information to the scientific community through existing
networks;
- In partnership with subregional inter-governmental organisations disseminate
the packaged information at the policy level; and
- Assist in the dissemination at the regional level through ESCAP's Ministerial
fora and to the global level through UNEP's GEO and other existing mechanisms.
c) Finance: Money drives all systems. Partnerships with national, bi-lateral,
and multi-lateral agencies to disseminate and assist in addressing the issues
is important. A collaborative approach to access needed financing is necessary.
Specific tasks include:
- Complete proposals for seed funding from UNEP;
- Meet bi-lateral and multi-lateral donor agencies on a regular basis with
briefs targeted on donor priority areas; and
- Mobilise at least three fold additional complementary resources for programme
implementation.
